Shenandoah considering the ‘SWEEP’ program
In Shenandoah, Pennsylvania, borough properties with trash on porches, stoops and decks, high, uncut grass, or other common ordinance violations my begin receiving a citation similar to a parking ticket.
The Shenandoah Borough Council met this past Monday and discussed Clean Sweep program, one similar to the City of Allentown’s Solid Waste Education and Enforcement Program. Borough manager Joseph L. Palubinsky, who was made aware of Allentown’s program during a recent blight summit, believes there were a number of good things that were recommended.
Palubinsky would go on to describe the program as one “whereby employees within the borough would be authorized to issue tickets for various ordinance violations, such as littering, high grass, nuisance problems, trash on porches and similar ordinance violations.” These tickets or citations could be issued by any borough employee, not just a code enforcement officer.
